At its meeting on April 22, 2025, the Thai Cabinet adopted the regulations on the Administration of driver's license Application and renewal (revised draft) proposed by the Ministry of Communications, paving the way for the full implementation of online processing of driver's license renewal in the future. According to the new regulations, eligible applicants will be able to apply for renewal through the electronic system, without having to go to the land transport hall in person, and can be exempted from physical fitness tests.

The new rule will come into force 90 days after the date of publication in the Official Gazette.

Policy Background and Reform Focus

As of April 2025, according to the relevant laws and regulations promulgated in 2020, all applicants for driver's license renewal must go to the land transport hall in person to undergo physical fitness tests, including eyesight, reaction ability and other items, before they can go through the renewal procedures. Therefore, the relevant procedures cannot be completed electronically, which brings time and economic costs to the public, and is not in line with the "E-Government Law 2022" and the government's policy direction to promote e-government (e-Government).

To this end, the Land Transport Department of the Ministry of Communications revised the current regulations, focusing on optimizing the process, reducing the burden on the public, and ensuring that road traffic safety standards are not affected.

The core content of the new regulations

An application for renewal of a driving licence shall be made if the following conditions are met:

• The age does not exceed the upper limit stipulated in the notice of the Director of the Land Transport Department;

Government Deputy Spokesman Karon Pongplang said the reform aims:

• Promote the renewal of driver's license to achieve electronic processing;

• improve the efficiency of government services;

• Reduce the time and transportation costs of people to and from the office;

• At the same time continue to maintain the driver qualification audit and safety control standards.

After careful assessment, the relevant departments have unanimously agreed to the revised plan in principle.

According to the latest policy adjustments, the driver's license renewal system will be gradually optimized, focusing on the following:

2. April 2025 (current regulations) renewal process

At present (as of April 2025), all those who apply for the renewal of their car driver's license still need to go to the land transportation department to apply for the on-site and take the physical fitness test.

• Original ID card within the validity period

• Original driver's license (not expired for more than 6 months, or expired for less than 1 year)

(I) car driver's license application qualification

Applicants must meet the following criteria:

• Over18 years old;

• No obvious physical disability, and does not affect the ability to drive;

• the absence of medical conditions that may pose a risk while driving;

• persons who are not insane or mentally abnormal;

• Not in the period of impounding or revocation of driver's license.

(II) motorcycle driving license application qualification

① Motorcycle with engine displacement not exceeding 110cc

Applicants must meet:

• Over15 years old;

• Driving without significant physical disability;

• Not in the period of suspension or detention of driver's license.
